Sourcing jackets and outerwear from Hong Kong: what to know

The Hong Kong sourcing model
The supplier mix is more trade-oriented than most categories: 50 describe themselves as manufacturer and trader, 30 as traders, 15 as manufacturers and one as a research institute. In our experience, Hong Kong outerwear companies typically run merchandising, pattern development and fabric sourcing locally and place production in their own or partner factories in mainland China, Vietnam, Bangladesh or Cambodia. This can simplify multi-country sourcing and trade finance, but buyers should identify the actual factory, since cost, lead time, tariffs and compliance all depend on where the jacket is sewn.
MOQs and lead times
Only 50 of 96 suppliers publish an MOQ. Of those, 28 accept 50 units or fewer, 12 sit between 51 and 200, 6 between 201 and 500, 2 between 501 and 1,000, and 2 above 1,000. Custom design is offered by 62 suppliers, OEM by 34, ODM by 30 and OBM by 21, while sampling appears at just 20. Low published minimums usually apply to promotional or stock-fabric jackets. Typically, technical or fashion outerwear with custom fabric requires several hundred units per style and color, and lead times run 60 to 90 days, longer when fabrics are dyed or developed.
Construction and cost drivers
Outerwear cost is driven by fabric, insulation and construction complexity. Padded jackets use synthetic fill or down, where fill power, down-to-feather ratio and traceability standards such as the Responsible Down Standard typically affect price. Waterproof shells add membrane or coated fabrics, taped seams and water-resistant zippers, and each should be specified with test targets for water column and breathability. Many jurisdictions, including the EU and several US states, are restricting PFAS chemistry, so confirm whether water-repellent finishes are PFAS-free. Pockets, detachable parts and trims add labor minutes and cost.
Certifications and compliance
Certifications are sparse in this category: ISO 9001 (8), amfori BSCI (7), Sedex SMETA (5), the Global Recycled Standard (5), OEKO-TEX Standard 100 (4), WRAP (3) and CTPAT (1). With so few credentials and a large trader share, request audit reports from the production factory rather than the Hong Kong office. Buyers should also require restricted-substance testing, fiber content verification, and flammability compliance where relevant. For US imports, forced-labor enforcement means cotton and synthetic fiber traceability documentation is increasingly expected for mainland-origin goods.
Vetting and quality control
Ask for development samples, then a size set and a pre-production sample in bulk fabric before cutting. Inline and final inspections should check seam taping, fill distribution, zipper function and measurements. Confirm who carries responsibility for delays or defects when production is subcontracted. Compare offers on a like-for-like basis, since some Hong Kong suppliers quote landed costs while others quote FOB at the factory port.
